Can I Use a Care of Address for Driving Licence
Examples: demand notes regarding tax payment, Demand for Rates and/or Government Rent, Student Loan Repayment Demand Notes
- Hospital Authority
- Hong Kong Housing Authority
- Hong Kong Housing Society
- Hong Kong Examinations and Assessment Authority
- Autotoll
- Local companies which supply vehicle fuels
- Designated driving schools (Including the Hong Kong School of Motoring and Kwun Tong Driving School)
- International charitable organizations (Example: UNICEF)
- Charitable organizations registered in Hong Kong (Example: The Community Chest)
- Valid Business Registration Certificate
The above acceptable proof of address is not applicable to Lantau Closed Road Permit application. Please refer to application form TD348 "Notes to help you" for further information.
Circumstances under which alternative documents to serve as address proof will be accepted
(Unless specified otherwise in this document, the address proof/residence proof mentioned below should be issued within the last three months from the date of licensing application.)
A1.
The applicant can produce:
- address proof of his family member who resides with him; and
- document which can prove the relationship between the applicant and the family member, e.g. marriage certificate and / or birth certificate (original or copy).
A2.
The applicant can produce a certification issued by the hotel / service apartment, which shall state clearly his period of stay.
A3.
The applicant can produce:
- legal documents which can prove ownership of the property at the address concerned; or
- a certification issued by the relevant estate management agency which proves that he resides at the address concerned.
A4.
The applicant can produce:
- legal documents which can prove his immediate family member's ownership of the property at the address concerned, or
- valid and "stamped" (for stamp duty) tenancy agreement signed by his immediate family member (the criterion of being issued within 3 months before the date of submitting the application / notification is not applicable, but tenancy must cover the date of application); and
- document which can prove the relationship between the applicant and the immediate family member, e.g. marriage certificate and / or birth certificate (original or copy).
A5.
The applicant can produce a certification issued by the relevant estate management agency which proves that he resides at the address concerned.
A6.
The applicant can produce:
- a certification issued by the employer confirming that the residence is provided to the applicant;
- an address proof of the residence; and
- proof of employment (e.g. salary statement, employment contract, staff card, not necessarily be issued within 3 months before the date submitting the application / notification, name card is not acceptable).
A7.
The applicant can produce:
- his employer's address proof; and
- a valid employment contract proving the employer-employee relationship.
A8.
(if the applicant would reside in his original address after imprisonment)
The agent should produce:
- a relevant certification issued by the Correctional Services Department; and
- address proof of the original address (not necessarily be issued within 3 months before the date submitting the application / notification).
(if the applicant would not reside in his original address after imprisonment)
The agent should produce:
- a relevant certification issued by the Correctional Services Department;
- the agent's address which serves as the applicant's correspondence address;
- relevant documents (e.g. proof of the agent's address, the authorization from the applicant for the agent to submit the application / notification on behalf of the applicant).
A9.
The applicant can produce:
- a certification issued by the hospital / residential care home for elders; and
- address proof received before being admitted to hospital / residential care home (not necessarily be issued within 3 months before the date submitting the application / notification).
A10.
If the applicant obtains authorization from his relatives / friends / employers / companies owned by the applicant, he can use the local address of his relatives / friends / employers / companies as the correspondence address for receiving correspondence. Acceptable documents include:
(using relative's address)
- address proof of his relative; and
- document that can prove the relationship between the applicant and his relative, e.g. marriage certificate and / or birth certificate (original or copy).
(using friend's address)
- address proof of his friend;
- authorization letter signed by his friend which shows that the applicant is authorized to use the address for receiving correspondence [to be retained by TD]; and
- copy of his friend's identity document.
(using employer's address)
- address proof of his employer;
- authorization letter signed by his employer which shows that the applicant is authorized to use the address for receiving correspondence [to be retained by TD]; and
- copy of his employer's Certificate of Incorporation / Business Registration Certificate (if the employer is a company) or identity document (if the employer is an individual).
(using company's address)
- address proof of the company;
- authorization letter signed by the authorized person of the company which shows that the applicant is authorized to use the address for receiving correspondence [to be retained by TD]; and
- copy of the company's Certificate of Incorporation.
The authorization letter shall state clearly the name of his friend / employer / company and the applicant, and the address being authorized for use.
A11.
The applicant must:
- declare on the application / notification form that since postal service does not cover his residential address, and hence address proof cannot be produced; and
- report a correspondence address on the application / notification form and produce related address proof.
A12.
If the applicant obtains authorization from its director, it can use the address of its director for receiving correspondences. Acceptable documents for serving as address proof are:
- address proof of the director;
- authorization letter signed by the director which shows that the company vehicle owner is authorized to use the address for receiving correspondence [to be retained by TD]; and
- copy of the director's identity document.
The authorization letter shall state clearly the name of the director and the applicant, and the address being authorized for use.
A13.
The applicant can contact our hotline 2804 2600 to present his circumstances. On the basis of the applicant's individual circumstances, our staff will consider whether alternative documents can serve as address proof and reply to the applicant.
According to the law, driving licence holders or registered vehicle owners have to notify the Transport Department (TD) within 72 hours of their change of address. You may notify TD of change in address with your proof of new address in writing, throughGovHK or by submitting the specified form ("Change of Personal Particulars or Vehicle Particulars").Please note that TD will not update your residential address/ company address/ correspondence address before receiving and/ or verifying the valid proof of address provided by you.
If you are unable to submit the valid proof of address, TD may require you to provide the proof of the change within 14 days from the day on which the requirement is made. You shall comply with such requirement; otherwise, TD will consider referring the case to relevant law enforcement departments for follow‑up. Any person without reasonable excuse contravenes such requirement commits an offence and is liable to a fine of $2,000.
